About CICED

The Center for International Cooperation in Education Development (CICED)  was established in accordance with a decree of the Russian Federation issued on July 14, 2008. CICED’s aim is the coordination and execution of works on initiatives designed to help international development in education, particularly through aid to developing countries.

Tasks

Acting in frames of the mission CICED implements the following tasks:

inclusion of Russian developments in the field of education quality assessment into national systems of education quality assessment in developing countries and into systems of cross-country monitoring of education quality

promotion of Russian expertise in the field of education quality assessment and management of education  at international level

provision of the sustainable development and self-sufficiency

Building of the Russian expert capacity and international cooperation including  participation in READ program

Development of tools for education quality assessment

CICED’s  work principles

  • CICED  developes tools for assessing the quality of education in accordance with international standards, including requirements for procedure development, validity, psychometric sustainability and adaptability
  • CICED carries out its work in close cooperation with leading international organizations and experts, ministries of education and national education quality assessment centers
  • During the implementation of international projects CICED attracts Russian researchers and developers contributing to the development of Russian expert capacity
