CICED’s aims

CICED’s aim is the coordination and execution of work on initiatives designed to help international development in education, particularly through aid to developing countries. Initiatives were undertaken by the Russian Federation at the G8 summit in St. Petersburg in 2006, after which they were formulated in the concept framework of participation of the Russian Federation in international development aid.

The Center for International Cooperation in Education Development (CICED) was established in accordance with a decree of the Russian Federation issued on July 14, 2008.

2008-2016

CICED implemented program on development of the methodology and  monitoring of the quality of the basic education on the base of the most perspective Russian developments in the sphere of education quality assessment.

Results of CICED’s works are recognised by leading Russian experts and at international level as well. An independent international evaluation carried out by the World Bank, confirmed the quality of design and the accuracy of the monitoring results.

The assessment methodology was applied  in the regions of Russia (Moscow, Astrakhan, Moscow, Novgorod, Omsk, the Kaluga region, Tatarstan, Krasnoyarsk Krai, Chukotka Autonomous Okrug, etc.) and CIS countries (Armenia, Tajikistan, Kyrgyzstan and Kazakhstan). At the end of 2016 the monitoring database contains over 14,800 records, which means SAM can be counted amongst the world’s leading test systems.

CICED established partnerships with key international organizations in the sphere of education development aid:

CICED works in close cooperation and implements  joint projects with the ministries of education and national centers of education quality assessment in Armenia, Kyrgyzstan, Tajikistan and Belarus. For the period from 2008 to 2016 CICED carried out more than 30 joint activities, implemented 24 joint research project included adaptation of the developed tools for the evaluation of education quality in the educational systems of partner countries. CICED brought together and involved in development of the methodology and tools for monitoring quality  expert network of more than 120 leading Russian experts in the field of education.
