Several donors, aware of the need to share technical expertise and leverage research investments, believe that the approach to education research needs to be improved and that resources could be maximised through greater collaboration among international donors. Collaboration would ensure that existing research resources lead to a greater impact on education outcomes.

Mission of the BE2 working group is to increase the production and use of rigorous evidence in education policy and implementation. More rigorous evidence is critical to ensure that the quality of education improves in a timely and cost-effective manner. Although there currently exists a wealth of research in education, there has been little movement toward unifying the research field to provide a platform for communication and collaboration.
